ANSWER: In the US, the laws are fairly strict on this, and earlobe piercing is the only oversight. No piercing is allowed for minors under any circumstances in my area, with the exception for places that only do earlobe piercing and no other kind of piercing for anyone.

I am not morally opposed to adornment for minors, but piercing does carry risk that a minor can not fully understand in some cases, nor can they sign away the liability, which will fall upon the parent as abuse and the piercer as well.

Some physicians even report parents who have children with piercings other than earlobes.

18 is the minimum age in my area, but that will vary with the regional regulations. I do not believe that piercings other than the earlobe should be done for minors under 12, and certainly no piercings that will be rejected by growth such as navel and eyebrow for under 16.
